Programme management expertise for Bath and North East Somerset Council

Global City Futures have been appointed by Bath and North East Somerset (B&NES) Council to provide Programme Management expertise, developing Outline Business Cases and Full Business Cases for their Community Services, following the expiration of the existing prime contract.

Our team were initially engaged on two programmes of work that include Adult Social Care and Public Health Services; these have considerable interdependencies on a third programme of works that covers Health Services and is led by Bath, Swindon and Wiltshire Integrated Care Board (BSW ICB).

Having shown our expertise, Global City Futures have subsequently been separately engaged by the BSW Integrated Care Board to provide support for the Health Service programme. The total value of the existing contract across all 3 programmes of work is in excess of £54m per year.

The challenge for community services

Bath and North East Somerset (B&NES) Council required support to ensure the safe continuity of vital and sensitive Community Care Services within a highly constrained timeline, as the existing prime contract was due to come to an end. The council’s priority was to ensure “…delivery of the very best services in the right way… Helping people to lead healthier lives while providing access to the care, treatment and specialist services that are right for them”.

Global City Futures needed to develop multiple option appraisals to identify the preferred choices for a wide variety of statutory and non-statutory services lines, as well as other services which are instrumental within the community care offering. This included a requirement to ensure that the transformation of services could meet the changing regulatory environment, and mitigate the effects of cost pressures on services through transformation of the provision.

Our solution

Our team provided a dedicated Programme Director to reduce the pressure on the seconded internal council team, and to lead on the delivery of Programmes in Adult Social Care and Public Health Services.

The Director and council were supported by our team of consultants who were able to guide them through a robust appraisal process. We worked closely with the Senior Management Team, and the Development and Commissioning Managers to produce a suite of Outline Business Cases across the services. We are very pleased that Global City Futures have since been engaged to provide continued ongoing support through to Full Business Case.

Lambeth – A Net Zero Council

In 2019, Lambeth Council was the first London borough to declare a climate emergency. Global City Futures is providing consultancy to support their net zero 2030 goals.

Lambeth made the decisive move to co-opt a member of our consultancy team over six months as their Programme Director. Working inside the directorate, we developed a robust plan to ramp up the delivery of the Climate Action Plan. The council has adapted to changes at a local level, and has successfully brought together a Borough-wide Partnership to author a jointly owned Climate Action Plan.

Climate Challenge for local authorities

Global City Futures is providing long-term consultancy across two principal commissions for Lambeth Council. Our consultants are supporting both the development of the multi organisational Climate Action Partnership, and supporting the transition to net zero of Lambeth Council’s own Programme.

Lambeth engaged the expertise of the Global City Futures team to assess progress, as they recognise the benefits that external support from experienced consultants can bring. We are providing our expertise in immersive review, programme and project management, people and process engineering and on climate-related interventions to help the Council move forward.

This will take the Programme from its ‘test and learn’ phase into an acceleration or delivery ‘ramp up’.

Partnership

Given our expertise in mobilising climate Partnership collaborations, Global City Futures had been tasked with determining structured and meaningful options for the Lambeth Climate Action Partnership to take forward.

Lambeth Council are ambitious in progressing their Climate Change Programme and made the climate a mainstream concern with the focus on scaling up delivery outputs.

A common understanding between the broad array of public and private sector partner stakeholders was needed to implement the borough-wide Climate Action Plan (CAP).

We looked at what would need to be shared to mobilise cross-partner projects. To deliver against the commitments of the CAP, Global City Futures worked with the information provided by the Partnership to find opportunities and synergies. After a thorough review process, we presented options for a structured framework, detailing the potential delivery vehicles under which the Partnership could operate to enable a successful collaboration.

Programme Director

Our consultancy, with one member of the team acting as a Programme Director for Lambeth, took a deep-dive examination of funding and resourcing. Kathryn Whitaker, Senior Consultant at Global City Futures explained “The success of the programme came down to recognising the way people worked and interacted, rather than the detail of processes and programmes. The Council had already come so far but needed help creating a framework to effectively work with other stakeholders. From our research we presented appraised options, and worked with the management team to ensure ownership and commitment to take the work forward.”

We advised how to use the work of the acceleration phase to discover alliances, leading to the ultimate goal of a net zero council by 2030.

Delivering on Climate Action

Research Consultancy for NHS Trust

Global City Futures are delighted to have been commissioned as Research Consultants to the Royal Devon University Healthcare NHS Foundation Trust. Global City Futures will spearhead a large-scale staff engagement piece of over 15,000 staff to capture the ‘Voice of the Customer’ and build upon the Trust’s strategic plans for future key worker housing.

The challenge

The Trust requires an analysis of the size and scope of its workforce’s accommodation needs, considering the broad spectrum of shift patterns, budgets and family circumstances. Global City Futures have been tasked with providing research and engagement expertise in a critical phase of the Trust’s Key Worker Accommodation development scheme. This process will need to be achieved within a tight timeframe to allow the remaining phases to progress smoothly.

This ‘Voice of the Customer’ piece will provide an invaluable building block for the next generation of key worker accommodation across two sites covering North, East, and Mid Devon: North Devon District Hospital and Royal Devon and Exeter Hospital. Accurately capturing the voices of the Trust’s workforce is a key point for the Trust.

The Solution

Well-versed in working alongside NHS Trusts, Global City Futures have brought their expertise in high-quality qualitative research techniques and data analytics to this project.

Leading a staff engagement research piece beyond the scope of traditional online survey distribution, Global City Futures will head a doorstepping campaign, including consultations at both sites and their staff residences across a wide range of shift patterns. This enhanced

survey distribution combined with consultations will ensure all voices are heard in an industry where few are desk-based. Global City Futures will then conduct analytics and report writing for the Trust so that the research remains applicable throughout the remainder of the project.
