The Challenge

Royal Cornwall Hospitals NHS Trust (RCHT) is the principal provider of acute, specialist and community healthcare to the people of Cornwall and the Isles of Scilly. The RCHT is a teaching District General Hospital, primarily providing services on its three hospital sites, the largest of which is the Royal Cornwall Hospital in Truro.

The services RCHT provide are highly valued by the local community and patients, which include:

Emergency and urgent care health services

Maternity and paediatric services

A range of specialist and community based services to provide for the health needs of people needing planned care.

The Care Quality Commission inspections highlighted the urgent need for the improvement of a range of facilities across the main Truro site. To address these issues and improve care services for a range of specialties, the RCHT has attracted the biggest ever single investment Cornwall has seen in local health services to provide extended and improved facilities.

The first of these projects being the provision of a new dedicated Women & Children’s Hospital in the centre of the Royal Cornwall Hospital, including a new main entrance.

Our Solution

Global City Futures was appointed to provide business case and financial consultancy support to the hospital’s internal finance team, working alongside Ernst & Young, on the Women & Children’s Hospital and new front entrance.

This required a Green Book compliant outline business case within a highly constrained timeline, presenting significant difficulties in delivery. As well as this, the project itself encompassed issues relating to dependencies with other ongoing and expected projects on the hospital site.

We were able to support the engagement of all the relevant clinical teams to ensure the business case provided not only the best use of resource and met their strategic objectives, but was also future proof.

The Result

Our work supported the successful completion of the outline business case within the required time frame and submission for approval from the RCHT Board.

Global City Futures have now been re-engaged to support on the RCHT’s pipeline of business cases required to fully upgrade multiple facilities in line with identified requirements. These include provision of a full business case for the Women & Children’s units, along with enabling projects required to decant and improve other services currently located within the boundary of the new development.
